Capital Grant Policy 7002
Eligibility – Community not-for-profit group.
Application Deadline: September 1 (for next year funding)
Capital Grant: Maintaining and building facilities. No funds can be allocated to the operation of a facility.
Projects that qualify will be capital projects in the areas of:
- Recreation, sport and community facilities
- Arts and culture
- Parks and playgrounds
Cemetery Grant Policy 1215
There 23 cemeteries and burial sites in the County. Each is entitled to a $500 grant annually.
Application Deadline: None – available year round
Unconditional Grant: groups can use the funds as they choose for upkeep or improvements to the cemetery. The funds can be carried over from year to year.
Family Community Support Services Funding (FCSS)
Annual budget $117,000 Cost Shared 80% province, 20% county.
Eligibility: community organizations and individuals
Application Deadline: Application Deadline: December 15
Projects that qualify will: deliver social programs that are preventative in nature to promote and enhance well being among individuals, families and communities. These programs help individuals to adopt healthy lifestyles improve quality of life and build the capacity to prevent or deal with crisis situations should they arise.
Examples: anti-bullying and education, drug and alcohol abuse prevention, health & wellness, suicide prevention, parent-child development activities, programs for single parents and seniors, counseling services that are educational and not treatment oriented, youth development, outreach programs for seniors or single adults.

General Grant Policy 7003
Eligibility: community organizations and individuals
Application Deadline: No deadline, applications can be submitted throughout the year.
Projects don’t qualify under the criteria for funding under other County programs and demonstrate a contribution to area residents quality of life.
Examples: Ward 7 Study, Clear Hills Watershed Initiative, Learning Store, Restorative Justice, Reel Shorts Film Festival, school hot lunch programs, annual schools ski trip.
Library Conference Funding Policy 7007
Eligibility: librarian or library trustee attending the annual Peace Library System Conference:
Eligible Libraries:
- Cherry Canyon
- Menno Simons Community School
- Worsley
- Hines Creek
Procedure: Notify Lori Jobson of intent to attend and to receive an expense claim form. Once the event is over completed the expense claim with copies o detailed receipts for reimbursement of expenses.
Eligible Expense include
- Roundtrip mileage
- Motel Room costs
- Registration fees for conference breakout sessions.
Application Deadline: No deadline, applications can be submitted throughout the year.

Library Funding Policy 7006
Clear Hills County recognizes the value of the services offered by the public libraries and provides funds to maintain service levels and current technology, separate from the funding provided under the Peace Library System funding agreement that the County also contributes to.
Annually the County provides an unconditional grant of $4,000 to the following four local libraries:
- Cherry Canyon Community Library (Bear Canyon)
- Menno Simons School Library (Cleardale)
- Worsley Central School Library
- Hines Creek Public Library
Annually the County provide $500 to each of the following five libraries to prevent reduction of service levels:
- Cherry Canyon Community Library (Bear Canyon)
- Menno Simons School Library (Cleardale)
- Worsley Central School Library
- Hines Creek Public Library
- Fairview Public Library
Operating Grant for Recreation Boards Policy 7001
Annual Budget: $400,000
Eligibility: There are 5 Recreation Boards in the County. The operating grants funds are allocated to the Recreation Boards based on a point system that has been established for the facilities in each Recreation Board’s boundaries.
- Cleardale Agricultural Society and Recreation Board
- Cherry Canyon Agricultural Society and Recreation Board.
- Worsley Area Recreation Board
- Hines Creek and District Recreation Board
- Burnt River Recreation Board
Groups or individuals that approach the County for funds to provide recreation or cultural programs are referred to the Recreation Boards.
Recreation Boards guidelines for distributing money are:
- Maintenance of existing facilities
- Existing recreation/culture programs.
- Intent to access matching grants.
New recreation/culture program.
Beyond Borders Policy 7004
Eligibility: Facility or program usage by County residents, contribution to County residents quality of life, contribution to Regional residents quality of life, funding raising efforts, other funding sources, Urgency, and if the funds are intended for a capital project that they be used for enhancement of existing facilities versus new facility construction. Deadline is September 1 annually for next year funding consideration.
Examples: Climbing Wall at the Fairview Swimming Pool, new Fairview Day Care Facility.

Bringing a new or unique program to Clear Hills County. To encourage and attract “outside of the box thinking” and bring forward imaginative and innovative events.
Applicants may apply for up to $5,000 of their event or festival expense budget. For a collaborative project or event only one application can be submitted. Funds must be spent in the year they are awarded.
Organization must be a Clear Hills County-based, not-for-profit; must have been registered as a Society for one year under one of the following:
- Societies Act
- Libraries Act
- Agricultural Societies Act
Only one application per category can be submitted at one time.
