Clear Hills County Grants and Scholarships

Clear Hills County offers a variety of assistance to our residents and surrounding communities. Below, you will find information on each of the grants and scholarships Clear Hills County provides, designed to support education, community development, and local initiatives. From educational scholarships to community project funding, our programs aim to foster growth, learning, and improved quality of life for all.

Capital Grant

Eligibility – Community not-for-profit group.

Application Deadline: September 1 (for next year funding)

Capital Grant: Maintaining and building facilities. No funds can be allocated to the operation of a facility.

Projects that qualify will be capital projects in the areas of:

  • Recreation, sport and community facilities
  • Arts and culture
  • Parks and playgrounds

General Grant

Clear Hills County may provide grants to community organizations and individuals.

Projects that don’t qualify under the criteria for funding under other County programs and demonstrate a contribution to area residents quality of life.

Eligibility: community organizations and individuals

Application Deadline: No deadline, applications can be submitted throughout the year.

Examples of projects for general grants for non-profits include:

  • Community Development Initiatives: Projects aimed at improving local infrastructure, such as building playgrounds, community centers, or public gardens.
  • Educational Programs: Funding for after-school programs, adult education classes, literacy programs, or scholarships for underprivileged students.
  • Health and Wellness Programs: Initiatives to promote physical and mental health, such as fitness classes, mental health workshops, or substance abuse prevention programs.
  • Arts and Culture: Support for local arts, including funding for community theater productions, art exhibits, music festivals, or cultural heritage projects.
  • Environmental Conservation: Projects focused on sustainability and environmental protection, such as community recycling programs, tree planting initiatives, or conservation education campaigns.
  • Social Services: Programs providing assistance to vulnerable populations, including food banks, shelters, job training programs, or services for the elderly.
  • Youth Engagement: Activities and programs designed to engage young people, such as youth sports leagues, leadership development workshops, or mentorship programs.
  • Historical Preservation: Efforts to preserve local history, including restoring historical buildings, creating local history museums, or organizing historical tours and events.

These projects demonstrate a broad range of possibilities for non-profits seeking funding to benefit their communities through Clear Hills County's general grant program.

Cemetery Grant

Clear Hills County is home to 23 cemeteries and burial sites, each eligible for an annual $500.00 grant.

There is no application deadline, as this grant is available year-round.

This unconditional grant allows groups the flexibility to use the funds as they see fit for upkeep or improvements to the cemetery, with the option to carry over unused funds from year to year.

Clear Hills County Community Support Services Funding Application

Clear Hills County offers Community Support Services Funding grants to enhance the social well-being of individuals, families and community.

The applicants proposed program must do one or more of the following:

  • Help people to develop independence, strengthen coping skills and become more resistant to crisis.
  • Help people to develop an awareness of social needs.
  • Help people to develop interpersonal and group skills.
  • Help people and communities to assume responsibility for decisions and actions which affect them.
  • Provide supports that help sustain people as active participants in the community.

Library Funding

Clear Hills County recognizes the value of the services offered by the public libraries and provides funds to maintain service levels and current technology, separate from the funding provided under the Peace Library System funding agreement that the County also contributes to.

Annually the County provides an unconditional grant of $4,000 to the following four (4) local libraries:

  • Cherry Canyon Community Library (Bear Canyon)
  • Menno Simons School Library (Cleardale)
  • Worsley Central School Library
  • Hines Creek Public Library

Annually the County provide $500 to each of the following five libraries to prevent reduction of service levels:

  • Cherry Canyon Community Library (Bear Canyon)
  • Menno Simons School Library (Cleardale)
  • Worsley Central School Library
  • Hines Creek Public Library
  • Fairview Public Library

Operating Grant for Recreation Boards

The Clear Hills County Recreation Boards are established to promote and enhance recreational activities within our communities. By funding these boards, Clear Hills County ensures that residents have a direct avenue to apply for the financial support needed for their recreational projects and initiatives. This system empowers local groups and individuals to create and sustain activities that foster community engagement, health, and well-being, ensuring vibrant and active communities throughout the county.

Clear Hills County is committed to allocating annual recreation operating funds to County Recreation Boards.

Clear Hills County Recreation Boards:

Recreation Board - Burnt River
Recreation Board - Cherry Canyon
Recreation Board - Cleardale
Recreation Board - Hines Creek & District
Recreation Board - Worsley & District

 

Annual Budget: $400,000

Eligibility: There are 5 Recreation Boards in the County. The operating grants funds are allocated to the Recreation Boards based on a point system that has been established for the facilities in each Recreation Board’s boundaries.

  • Cleardale Agricultural Society and Recreation Board
  • Cherry Canyon Agricultural Society and Recreation Board.
  • Worsley Area Recreation Board
  • Hines Creek and District Recreation Board
  • Burnt River Recreation Board

Groups or individuals that approach the County for funds to provide recreation or cultural programs are referred to the Recreation Boards.

Recreation Boards guidelines for distributing money are:

  1. Maintenance of existing facilities
  2. Existing recreation/culture programs.
  3. Intent to access matching grants.

Beyond Borders Grant

Clear Hills County may offer funding support to community organizations beyond its borders each request/application will be evaluated by Council.
 
Eligibility: Facility or program usage by County residents, contribution to County residents quality of life, contribution to Regional residents quality of life, funding raising efforts, other funding sources, Urgency, and if the funds are intended for a capital project that they be used for enhancement of existing facilities versus new facility construction. Deadline is September 1 annually for next year funding consideration.

New Event Grant Program

Bringing a new or unique program to Clear Hills County. To encourage and attract “outside of the box thinking” and bring forward imaginative and innovative events.

Applicants may apply for up to $5,000.00 of their event or festival expense budget. For a collaborative project or event only one application can be submitted. Funds must be spent in the year they are awarded.

Organization must be a Clear Hills County-based, not-for-profit; must have been registered as a Society for one year under one of the following:

  • Societies Act
  • Libraries Act
  • Agricultural Societies Act

Only one application per category can be submitted at one time.

Clear Hills County Continuing Education Scholarship

Clear Hills County recognizes the value of continued education and trades training among its citizens and will develop a policy to provide scholarships to Clear Hills County residents to assist with the costs to obtain additional education and training. 

Each Scholarship may cover to a maximum of $3,000.00 per qualifying year.

The Health Professional Enhancement Committee Scholarship Program

Are you a high school student, already in a qualifying program, or considering enrolling in a medical or health-related course? The Health Professional Enhancement Committee is here to support your journey!
 
The HPEC Scholarship Program for 2024-2025 is designed to provide financial assistance to students entering healthcare or medical-related programs—whether in person or online. We're dedicated to encouraging future healthcare professionals to live and work in the region.
 
To be eligible applicants must call one of the following municipalities home: Town of Fairview, Village of Hines Creek, M.D. of Fairview No. 136, or Clear Hills County.
