Approaches and Culverts
Clear Hills County aims to ensure reasonable access from any developed County roadway to each adjacent property. While the County is responsible for maintaining all County approaches, property owners must develop any additional accesses beyond those provided by the policy, adhering to County specifications and development standards.
For existing County roads, the County will provide one approach per ½ mile of road for field access and one approach per qualifying residence, up to a maximum of two residential approaches per quarter section.
Exceptions include constructing approaches on portions of quarter sections separated by a local forced road with a registered road plan.
Any approach exceeding a 12-meter finished driving surface will incur additional costs to the landowner.
The County supplies one approach for qualifying subdivisions that are the first parcel subdivided from a quarter section, while developers must construct additional approaches to County standards for other subdivisions.
**Industrial approaches are excluded, ensuring they do not restrict landowner access.
The County also upgrades cement culverts and existing approaches less than 12 meters upon written request, prioritizing those less than 10 meters.
All approaches meeting County standards will be maintained to ensure a reasonable driving surface.
